Like saying "Gosh" to express suprise, scare, dislike, etc. It is a expression or exclaimation of doubt, curious or frustration.

Lots of words pull double duty as far as their use/part of speech. Yes, we typically think of why as asking a question, but it also acts as an interjection. Just like 'my' is usually a possessive pronoun, but can also be used as an interjection (Oh my, what a long sleep you've had!)
