I think it is pretty obvious the answer is fighting games, and this is coming from a huge fan of both genres. In shooting games, there are overpowered weapons, equipment, etc. Granted, you could argue overpowered chars in fighting games, and that is fair. However, the fact is, you can pick up a controller in an FPS and 10 minutes later go on a random 7 kill streak. Fighting games take time to master. You won't beat some one who has been playing for more than a while if you just started. Fighting games require prediction, analysis, and keen observation. FPS's sometimes do too, but it isn't on the same level.
Source(s): Honestly, you can go 25-5 one game in an FPS and with the same people go 5-25 the next game. You will almost never experience that in a fighter. - I have answersLv 61 decade ago
Played both genres, and I gotta say that fighting games takes way more skill, by far. A noob might get lucky and down a few players in Modern Warfare 2, but send a noob to play Super Street Fighter 4 ranked match and he will be punished.

It really depends.
Fighting games do focus on combos which is skillful.
However I think Shooters require more hand-eye coordination.
So they both take a lot of skill, but which takes more...
My opinion is shooters because not only do you have to be able to aim, you must take into account strategy, know the maps/levels, know item locations, know respawn times, etc.
Then again, I'm a huge fan of shooters.
