I'm a big fan of siping. And would like to see studded tire outlawed.
Starting with an appropriate tire, the siping, and most importantly learning to drive in poor conditions. I live in black ice, compacted snow, heavy wet snow, slush, blowing/drifting snow, and 12"+ snowstorms. I have been a volunteer EMT/firefighter and typically ski 25-35 days a year. I have never used studded tires and often hed to the ski-hill in a 2wd, nissan pickup. In the 20 years I have had the little truck, I've had to use chains twice!
Your SRT would not be my first choice for a snow car, but my first MOPAR was a big engine, rear wheel, aircraft carrier sized FurryIII wagon and it did fine on the snow for 25 years!

You could get sipes cut in the tires, and it might help a little, but the rubber compound is still too dense and will not grip icy surfaces. You need a specific winter tire for good winter performance. Bridgestone Blizzak, Yokohama Ice Grip, etc... You still have to slow way down for snow, but at least you'll have a better safety margin with proper tires.

Yes, it should make a difference. I live in Canada and always sip my all season tyres instead of purchasing winter replacements.
