you don't.
the only thing you can do is contact the American Red Cross and tell them you wish to do a Helath and Welfare Message. you will have to give the ARC all the information you have.. her full name, paygrade, social security number and last known duty station. Be advised that since you are not a parent, sibling or spouse they may deny your request.
they will verify/find her and then tell her command that someone is looking for her.
The command CANNOT and WILL NOT make her contact you.

Do you know where she was stationed prior to deploying? If you do you could work through the family support group for the APO address.
