Substrate and lighting for ten gallon tank?

I have recently (about three months ago) set up a ten gallon freshwater tank. I have 6 White Cloud Minnows, 6 Cherry Barbs, 5 Ghost Shrimp, and an Apple snail in the tank. I have a couple of plants, an amazon sword, two banana plants, some java moss, a little duckweed, a crypt, and 2 giant hedge green plants. I want to make my tank a planted tank even though my plants are doing fairly well (except for a slight brown algae or diatom bloom) but I'm a newbie. I really don't know which substrate or lighting will help my plants flourish. Now, I am willing to buy lighting that is good enough for low to medium need plants but without boring a hole in my pocket (I am a college student on a limited budget). My dream is to make an asian-type tank but it seems a very distant dream. BTW, all my plants are showing long healthy roots, but I feel bad having them without substrate. P.S. I have stream like small gravel in my tank.

    Im thinking your having to many fish in that tank =/...
