Slow framerate in Starcraft 2?
will having a little bit slower frame rates due to graphics in starcraft 2 impact multiplayer effectiveness. Or will people with higher end computers be able to play faster? Or is it the same for both?

it will certainly impact your effectiveness. with noticeably slower frame rate you can't expect to play as well as someone with a steady 60+ fps.
game-wise, it won't affect anything. but if you're computer suddenly lags/freezes up, the game continues online: what your opponent will see is that you're just not moving anything in your base, even if you're trying to.
