California 93120 compliant for formaldehyde, what does that mean?

I bought some black wooden picture frames from Target today and noticed it said: California 93120 compliant for formaldehyde. What exactly does this mean? I can't find a direct enough answer... maybe somebody can help me understand. Thank you!

    It means that the amount of formaldehyde off gassing from the product at 73 degrees in a room that has one air exchange per hour will be at or below the CA standard. Because of energy conservation measures the typical CA home takes about 6 hours to exchange the air one time. Also if you cool to 78 degrees or have in on an exterior wall the amount of off gassing increases. The rate of off gassing approximately doubles with every 10 degree increase in temperature.

    Considering that the California Air Resource Board released a study on December 15, 2009 that showed that 98% of homes tested exceeded the State's recommended formaldehyde concentration and that the typical home exceeded it by four times, I would encourage everyone to invest $39 on a passive ACS badge to determine how bad the formaldehyde concentration is in their own home.

    Simply means the level of formaldehyde is legal.

    The frames are some sort of composite, and the level used to create it is OK.
