how do i melt plastic WITHOUT HARMING THE ENVIRONMENT?

Melting plastic at or slightly above its softening temperature should not affect the environment.

What kind of plastic is it ?
Melting when talking about plastics refers to the temperature exceeding its glass transition temperature and the breakdown of the crystalline layer within.If your polymer is 100% amorphous (thermosetting) then it wont have a melting point. It will just soften gradually until it starts to decompose.
In the lab, plastics are normally heated on a hotplate under a fumehood

you would have to collect the fumes somehow.
otherwise wouldn't worry about.
plus i don't think melting plastic is what harms the environment, its when you burn it that it does damage
