How do I specify the time delay in between frames when animating in GIMP?

This is GIMP 2.4.5. I've tried what this says

and it didn't work. Help?

    Animating with GIMP is something I used to do a lot.

    You can either name the frames (layers) like this 'Framename (100ms)'

    Or you can leave them blank, and specify a universal time delay when saving it as a .gif
