Could my sister have meningitis?

Okay so my sisters only 4 so im quite worried about her. Yesterday we noticed shes got quite a few raised spots on her cheek but a few days before she had been paying with face paint so we thought maybe it was just an allergric reaction. However, last night she ended up being sick in bed. She had had a busy day yesterday so my dad said that could be why she was sick. Today when we had dinenr she ate a bit of it but not a lot. Are these signs of meningitis?
