Is downloading rom files for personal use illegal?

I dont steal I never want to steal if i download a rom file and use it on a emulator am i stealing?

    downloading anything you don't own is illegal. Saying that, Nintendo are cracking down on DS roms and the cards they can be stored on as people are downloading games to keep that are expensive, which IS illegal

    You technically are stealing, but if you are downloading like NES games, no one really cares about it since Nintendo isn't making money from it.

    well if you're downloading a game from to internet without pay IS in fact the same thing as Taking a game from a store without paying
