Can I apply for a Venezuelan passport without a cedula?

I left Venezuela when I was 5 and have not returned. I was too young to be issued a cedula. Will this prevent me from renewing or being issued a new passport?

    This answer comes from personal experience: If you try calling the Venezuelan consulate you will find they don't answer. Try emailing them, that will be equally ineffective. So, I made my journey to Miami (it was a 5 hour drive) with everything needed to renew my Venezuelan passport except for a cedula, which I was never issued because I also left the country as a minor. I was allowed in the building but when it was time to get a number, they did not let me past the door without a cedula. I explained my situation and was told that without a cedula, there was no way that a passport could be renewed or reissued and that I would have to fly to Venezuela to be issued a cedula as this is not something that can be done anywhere else in the world (much less the USA). They explained to me that a cedula is like a social security number and that here in the USA you couldn't go very far without it and that the same logic applies to Venezuela. Bottom line is: no cedula = no passport.

    How are you suppose to travel out of the country without a valid passport, I have the same situation left Venezuela when a minor. I was able to renew my passport several times until Venezuela came out with a new passport.
