Are Police dogs considered officers of the law?Or just equipment?

I heard they are not considered officers of the law at all and are just equipment. They are put into the line of duty just like human officers and are living breathing(expensive) creatures. But are they really just some equipment?Don't they get any special treament? I meant they are loyal, protective, and will do anything for their handlers.To me its not right to think of them as equipment.But thats IMO.

Laughter-My question seemed pretty clear to others. It was simple. Are they officers of the law or not.

I was talking with some people on a GSD board and they were saying that police dogs were NOT officers of the law or considered officers and that they were just equipment.

Update 2:

I am just trying to clear it up because I always thought they were officers of the law also. Are there any sites that show proof of a dog being an officer of the law.

    I've worked directly with police dogs. They are considered fellow officers. They are taken extremely well of. They are never just property or equipment. Most are trained with German language.

    In California they are Police Officers.
