Well you are right there was one time the middle east & Africa was on top, but how it changed from that in the middle east I am not so sure but for Africa there are many reasons, and some of these reasons(environmental issues, distrust, conquered by other empires and etc) are explained in detail to a extent in some of these sources & Videos:

What happened was Ancient Roman fascism and ancient propaganda built around Caesar the first Roman Emperor who made war crimes and slavery seem legitimate. The Roman fascist legions then invaded Africa as well as The Middle East. One factor also for the decline of Middle Eastern civilizations and African ones was the irrigation systems and the use of agriculture to make money and the exausting of the nutrients in the soil just like is happening in the U.S.A. today. A Book called Last Days of Ancient Sun Light by Walter Thomas or Theisman explains. He discusses how from Ancient Summeria onward to the time of the Pharos irregation was a factor. Other factors were that a constitution granting same rights for all religions to select representatives from each and a constitution for Republics in Africa and aUnited Nations plus democracy direct and representaive with full view points to have dams or not not respected.
Also it was essential for Europeans to view both as primitive and not look at possibility of Green Parties have an ancient link to democracy. I know people think that this does not necessarily follow but I think since the stone age it is possible. I note someone wrote something similar in a question here acknowledging stone age as good as 21st century.

One word: European colonization.
To all people that will say I am blaming the white man this is very untrue. The European colonization ONLY benefited the Europeans. They went in with their guns (Big whoopty doo) and separated Africa without even considering Africa's ethnic boundaries. This caused alot of wars between rivaling tribes. They raped the women and made the Africans feel inferior. Then they used up alot of the resources and when they were done using Africa they left with the money they earned. After that, it was Africa's chance to get back on their feet, but considering all that's happened it will take awhile. I think some African nations need a women in charge and Africa has some great cities too. No one sees the good part of Africa on TV. I would love to visit Nigeria.

While the rest of world were living in caves Africa was creating empires. They just should have had some guns LOL I even value the tribes in Africa (I read a book on it)
I would write more, but my fingers feel cramped. (My history I just gave isn't perfect, but I don't want to write an essay)

Africa was never on top. The middle east was doing extremely well until the ball and chain of Islam was introduced, which allowed the superpowers of Europe to expand and flourish in the last 500 years
