can you run pci express 2.0 x16 graphics cards in a plain pci express x16 slot?

Yes you can...there backwards compatible. however the 1.1 PCIe x16 has has a 2.5GT/s (gigatransfer rate per second) while the 2.0 PCIe x16 has 5GT/s. so you lose bandwidth when putting a 2.0 card in a 1.1 slot. In most cases this lose is not that noticeable.

Yes you can they are backwards compatible it just won't be running at 2.0 speeds

Yes, you can ... but, it will run at the lower speed, not at the PCIe 2.0 speed.
