How to stop wscntfy.exe from the task manager?

Question

Basically everytime I end the process it automatically restarts itself. I can't find anything about it in the control panel and it won't let me update my anti-virus software. How else can I stop it?

Here's what I do : Under Processes in task manager I find wscntfy.exe and right click and hit end process and end process tree. It has no effect or it removes it for a second then it automatically restarts. It's a pain in the *** and I can't update my anti-virus unless it's gone. 

I googled it and I guess it's some kind of windows security thing, but I never installed it and never seen it until today. I don't want it at all and can't find it to remove in Add or Remove programs.

"wscntfy.exe" is the Windows Security Center
It shouldn't stop you updating your anti virus and it is generally a good idea to have it running.
however if you really want to stop it then,
Go to start - run - and type "services.msc"
then scroll down to security center, double click it and set to disabled
