Is this GPU good quality?

Its made by PowerColor, will that make it any different from the 4670 on a ASUS, Saphirre or any other card?

It's fine. My dad has a Powercolor 5450 and its fine no lag crisp image, etc...

That card is about in the middle of general quality for GPUs. I don't know what you are using it for, but for gaming and video editing it will get the job done. Brand does not make it any different, the important thing in your card is that it is an ATi 4670. The only time it does make a difference is when it is built into the motherboard. Which, in my experience, makes the GPU worse for some odd reason.

It's a low-mid range card by today's standards. It would've been considered fast 3 years ago. IIRC PowerColor and Sapphire almost always use the ATi reference design.

It's certainly a good quality GPU. It's that rather than the manufacturer of the whole card you should be looking at.
