I've tried every solution except for contacting the ISP so is there anymore?

it has to be a problem with your router. I had the same problem a little while back. It may be different for you but look on your router or router manual and they will give you an IP address. type that address into your browser. It will take you to the router configuration. go to a basic set up and make sure internet connection type is on Automatic Configuration-DHCP. After that go down and make sure that static DNS 1 through static DNS 3 are all zeros. Then go to MAC Address clone and click clone my PC's MAC. If this doesn't help you should call your router tech support not ISP because they'll put you on hold and tell you to contact the router tech support who will put you on hold. So call the router tech support if this doesn't work for you

The default username and password is usually "admin" try put admin for user and password.

It seems likely that your DHCP server is switched off in your router, so enabling it will enable all your devices in the local network to obtain an IP address automatically. To find your routers web configuration IP address, click on your start button, then run, then type in "cmd" (minus quotes) and hit return. In the command line box, type in "ipconfig" (again, minus quotes), and note the last line, the Default Gateway, which will likely be similar to 192.168.x.x (the x's here will actually be numbers on your PC).

Open your web browser and type in the default gateway IP address you got from the command line earlier into your address bar directly:

for example if your gateway is "192.168.1.1" type it into your address bar (minus quotes).

Once in your configuration page, under your lan settings should be the DHCP server settings, which should be enabled for auto allocation of IP addresses on your local network.

Once enabled, reboot your PC or for quickness just restart the network connection, and you should receive your IP address without any further conflicts.

Usually IP conflict error points to either all of your PC, Laptop, Iphone's IP address having the same number, for example, 192.168.1.100. Or some cases, having the exactly the same computer name for all 3 devices could cause IP conflict.

I have a idea for you . go inside your router and check and see how many address the DHCP has assined for your network . If it has only 1 assigned thats your conflict as you need atleast 3 spots for dhcp to assign local lan ip's . 1 for the router ip 1 for the laptop ip and 1 for the phone ip..
