Obviously :
B) mayors
First off it doesn't have the appropriate apostrophe representing the ownership of his/her's decision.
It should be Mayor's. I'm pretty confident it's supposed to be capitalized as well, but that is irrelevant, all you need is one error.

its mayor's because the mayor posseses the decision
and its not capitalized because the mayor is not a proper noun
