I'm not certain which culture, although it's probably somewhere in Great Britain. I'm not sure about the goddess, although I suspect eostara. I think she was a fertility goddess.
At any rate, rabbits are renowned for their fertility, and back in the day, anything fertile represented good luck. And back in the day, you carried around a piece of the lucky thing. Why the foot? Perhaps it was for travelers...
