D. “I” is a nominative pronoun and is used as a subject of a sentence or clause, while “me” is an objective pronoun and used as an object.

d. it should be Phil and Me because if Phil wasn't there then the forest ranger would suggest to ME that we... blah blah... the forest ranger would not suggest to I. get it?

It is most definitely D.
There is no need for punctuation between "trail" and "and" and there is no need for punctuation between "picnic" and "when."
