Click and drag to the Recycle Bin. If that doesn't work try restarting your computer and click and drag the Recycle Bin again

Don't you think you should know what an application or program does before trying to "get rid" of it?

System Restore is a component of Microsoft's Windows Me, Windows XP, Windows Vista and Windows 7 operating systems that allows for the rolling back of system files, registry keys, installed programs, etc., to a previous state in the event of system malfunction or failure. It is a very important feature of Windows. That icon on your desktop is just a shortcut, I believe, and should be removed by right-clicking on it and selecting delete. However, uninstalling the actual System Restore is impossible and can only be disabled although that is inadvisable.

Don't go around uninstalling things you don't know about, it could completely mess up your system.
