It only fills about halfway. (not a disharge blockage)

You need to check the rubber flapper that holds the water in the tank. It probably needs to be changed.
Then the fill valve need to be adjusted or replaced. Cost is less then $10 at HD or Lowes and very easy to swap out if you follow the directions that come with the new one.

Pull up on the float arm inside the tank and see if it keeps filling. Sometimes you can bend it a little but usually just needs replacement.
