What happens to prisoners and people on parole before a powerful hurricane?

I was wondering because of Hurricane Earl approaching... are they allowed to leave?

    In some areas of the United States where hurricanes hit populated areas, prisoners are transferred to another prison outside the danger zone. People on parole have to fend for themselves. They must notify their parole officer where they will be.

    can't speak for people who are actually in prison....but people on parole are pretty much free to do what they want...

    They use them for sand bags to stop the water. I think.
