Clear your browser's history, cache, and temporary directory. Empty the trash.
That's usually good enough, but if you want to be super-duper-extra-sure, get a program that writes 0s to the blank space on your hard drive. This makes it impossible for anyone to retrieve data even after you've deleted it and emptied the trash.

The only way to do just that, is to get a Shredder program, no matter what you try to delete or erase on your hard drive, there are always remnants of the program or file left behind.
File Shredder programs often completely erase the file so as there is no way to recover the file, or program at all.
Even a re-format will not completely erase a hard drive, as most people think it would.
There are a few free file shredder programs, some are free, some are not.

when you surf the net, files gets stored on your PC. you have to remove all temporary files, cookies, cache, etc. but you can't tell for sure that it's really gone. the only 100% way to tell is if you reformat entire hard drive and write 0s and 1s few times on entire hard drive and then reinstall Opearting system, then you can tell for sure it's really gone.

You can't. There are some programs that can find deleted files no matter how hard you try. The only failsafe way is to physically shred your hard drive. But to be honest, a simple delete and empty of the Recycle Bin should be enough.

To "compete erase" something, you have to literally destroy your computer. But if you just accidentally came across a p**n site or something, you can simply erase your web history.

install ccleaner; that wipes the buffered files of the browser. And wipe the history of your browser; otherwise it can be recalled.
