What are these black posts?

In the High Street of the small UK town, where I live, there are several black posts, most are numbered (7A, 11A, 20A etc.), and they are roughly 2 feet tall. One of the unnumbered posts has a black-on-yellow electricity warning sign. I'd like to know what they are called and what their function is.

    My guess would be access panels to local electric or plumbing controls. Each seems to be situated near insulated power lines (or something similar), and each has a key hole near the top. I'm not sure, let me see if I can do a bit more research.

    Hm, can't seem to find much else.

    They look like telecommunications junction boxes to me..... for things like cable TV, internet, etc. We have similar here in the US.... as areas get wired for FiOS here, more of them crop up.
