can you put 9/25 gearing on a fixed gear road bike?

Im not sure if any fixie hub can handle a sprocket that small i know some BMX hubs can so you should be able to change the hubs to a BMX style that can handle 9 teeth.....you can even get a freewheel that small for use on a BMX hub as well. so its all about switching to BMX components
but you will have to remove links from the chain as well.
can it be done yes but should it is another story

No, why would you want to. Fixed gear bikes use a 46/16 combination. The 25 tooth is too small to fit on the cranks and the 9 is way to small to fit on a hub.

No, The smallest rear cog you can use is 12 or 13 teeth, Anything smaller would be very inefficient anyway, and would wear out much too fast
