Both should be decent this year and you will have this question every week.
I'd go with Miller to start at least. It sounds like he and Campbell have a connection going and Campbell has always liked throwing to TE's.
Houston has more options than Oakland right now so try Miller and watch what happens.

Go with Owen. He is more likely to put up a huge week while either should give you at least okay numbers. Good luck!
