Why does he stare? And, why won't he stop?
Why would a married man stare, at me (married), for years, but when I've approached him with civility, he's treated me like I was the last person on earth he wanted to talk to, only to follow me later, and stare at me the next day? For years now, he's been doing this. He does it to nobody else.

to be honest, all you've described is a stalker. if it really bothers you then call the police and get a restraining order. it may ruin his life but it may also save yours.

Honestly this sounds very creepy. It sounds as though he may be attracted to you, but is trying to hide it, hence he acts like he's not interested when you approach him but then contradicts this by following and staring at you afterwards. If he gives you a bad feeling, avoid him. He may be thinking of cheating on his wife, mentally. It sounds odd to me. Just be alert, and stay away from him. Or you could always confront him (during the daytime with people nearby of course) and ask him straight up.
