I'm pretty sure you do, it gets hot here pretty quickly sometimes...why don't you try calling local seafood distributors and ask them how do they transport their seafood in a fridge truck or just tons of ice google seafood distributors in san diego and a list should come up call and ask or the health department of your local region should be able to help you

Without a doubt, you will need a refrigerated unit to keep the product frozen the entire journey.

depends. if you're delivering to a chum factory, no, you're fine. if you want to deliver it safely for humans to consume, of course.
