The tongue pigmentation appears to have no side-effects, good or bad, so no-one considers the symptom worth studying yet. It's about as unimportant as "Why do some people have lots of freckles, some only a few, others none?"
But you can bet that it won't be caused by a simple Mendelian dominant vs recessive gene.

Unlike YA, they are set up so that you can have an ongoing discussion with follow-up questions for clarification. Most allow you to include photos in your messages.

I had an Irish Setter who grew to become into finished breed even and have been given many black spots on his tongue interior the process the years, the 1st ones performing in his puppyhood. He died after 19 years... so a techniques as i recognize, it quite isn't any longer something extreme.

I believe it is something similar to a birth mark. It is not only German Shepherds that get these.
My oldest used to have one, he now has three.
