what statistical test should I use in SPSS for my hypotheses?
1. Participants will give higher ratings on three likert scales when a character on TV is X as opposed to Y (anova?)
2. Participants will give high ratings on the same three likert scales when a different character is A as opposed to B.
Help! We have two different independent variables and three likert scales that will be affected (hypothetically) by the two variables.

I am not sure of my answer.
Were you asked perform only one test or several tests?
You can compare for each scale with character x and character y (A or B).
If you assume multivariate normality, you may use Hotelling's T^2.
The tests are one-tailed (not whether the scales are different or not). It asks whether scales on character x is higher than that of y.
