This is a serious question no jokes! I need to know and if there is a website or something that can help my friend I'd really appreciate it! Thank you!

It probably depends on which state laws are applicable, and how the business was structured. If a person set out to make a living purchasing notes receivable, and that person sold notes that he had purchased, I don't know why a license would be required to sell something that you own. But if you actually acted as a broker to bring a buyer and seller together, I'm certain that some states would require a license.
