If you are talking about Sn2 reactions in nonprotic solvents then the order of displacement, from more prone to least prone to displace, is
Cl > Br > I
On the other hand, if your reactions are Sn2 but carried out in protic solvents then the order of displacement is reversed:
I > Br > Cl
Finally, if the reaction is Sn1 then the reaction rate is the same because it only depends on formation of a cation intermediate.
