...because of their cultural significance?
For example, the music of the Ramones is very simple and vary little from song to song, but they are still popular because they were significant in the creation of punk rock.

I'm trying to say that there are some untalented bands that are popularly accepted because they were somehow significant in the culture of the time.

The Monkees (?)....yes, perhaps they aren't that significant (but I have heard them described as such on TV)
The early skiffle groups - their double-bass would be a piece of string tied to a pole stuck in a box, and wash-board for added sound (Lonnie Donnegan UK)
Tommy Steele (again early UK)....a lot of the renamed singers of my youth - Adam Faith, Marty Wilde, Billy Fury etc. weren't much good as singers and they didn't play any instruments either...I don't think.
(not forgetting Status Quo...who, to my ears, sing and play the some song over and over again)

Nickelback. Their songs are always the same: Guitar/Singing intro, Verse, Chorus, Verse, Bridge, Chorus. All their songs have the same tempo, the same scales, same chord progressions... If they weren't cute and mainstream, they wouldn't have sold a single album.
