    hai amy g, your presentation is lacking ya. If suppose we multiply throughout by 7, we get

    63y - 35x = 4. OR y= 35/63 * x + 4/63 just by dividing by 63 and taking x on the other side.

    Definitely this represents a line with slope 35/63 and y intercept 4/63.

    The point given by you namely (3,-2) does not satisfy the above equation and so the given point does not lie on the line.

    But (0, 4/63) can lie on the line and (-4/35, 0) too lie on the line as these two satisfy the equation.
