Is it, "it would be him" or "it would be he"?

As in, "If anyone deserves this promotion, it would be him" or "...it would be he"? Or is it just a question of formality?

    Definitely him.

When you say he, first off the sentence is wrong, and also it makes me think like "he?? he what?"

Maybe you can say, "..., it would be this man."

it is a decision as to whether you wish to be correct or informal. You can apply the same rule as when you decide whether to use "I" or "me." Transpose the sentence in your mind.

For example, Jack and me went to the store. Did me go to the store? No I went to the store. So properly, it would be Jack and I went to the store.

In this case, he deserves this promotion. So, "If anyone deserves this promotion, it would be he." If you feel uncomfortable, just use the name. "If anyone deserves this promotion, it would be Jack."

    It would be he.

If you continue the sentence you will see why.

If anyone deserves this promotion it would be he (who deserves it).

    He deserves this promotion.
