What are you, 5? Just because the speedo says 220, does not mean it goes that fast.

There isn't a Police Car in this country that will do 180 MPH, let alone 220 MPH.
Are you sure the speedo isn't calibrated in Kilometres / hour? ( Canadian car )
180 KPH would equal 110 MPH which would be about right.
220 KPH would equal 135 MPH which would be excessive for the majority of North American sedans.

They use the same speedo in all there cars from the slowest to the fastest, so if you had a car that could do 100 and a higher spec model could do 159 then the speedo on yours would go up to 160 as it saves designing a new speedo for each and every model.

The top speed on a speedometer doesn't mean that it's the top speed of the car. As far as I know, if it's just a "standard" police cruiser such as a Crown Vic, Impala, etc - none of those cars are rated to 200 mph. If it is a used car, go get a tune up and get it as "new" as possible to make sure you are getting all the power out of it.
