From my personal experience as a travel writer, I can safely tell you- Indonesia is a lot cheaper and a better tourist destination as compared to the Philippines. Despite being an Islamic country, Indonesia is relatively safer for a foreign tourist as compared to the Philippines.
However, Indonesia has one major disadvantage over the Philippines. Not many Indonesians speak English, except at star rated hotels and hot tourist destinations such as Bali. Philippines on the other hand has a large population of English speakers, though it takes a couple of days to get accustomed to their language and grammar. For example, I've heard an evangelist at a shopping mall rally first calling Jesus a 'He' and later a 'She'. And the word 'Fish' can often sound as "Piss".
If you enjoy booze, Indonesia is not quite the place since very little alcohol is produced in Indonesia. But they do have the Bintang (star) and Anker (anchor) beers, which compare very well with any major European brand such as Heineken or Carlsberg. Philippines, on the other hand, is a booze paradise and you can get drinks real cheap. Philippines has Tanduay range of rums, Ginebra gins and the omnipresent San Miguel beer- a good pilsner that's a bit sweetish.
Indonesia cuisine is really great and they have a wide range of regional foods. Indonesian food is however on the spicy side though you can get it prepared to suit your palate. Filipino food is generally bland and uses a lot of stuff like vinegar etc...but honestly, it stinks and is definitely not for the weaker bellies.
Indonesians and Filipinos are usually friendly to foreigners barring incidents in both countries where local thieves have targeted tourists.
Indonesia has a well developed network of budget airlines that are not necessarily safe, such as Merpati Nusantera Airlines, Lion Air, Air Batavia etc etc. The Philippines has no significant budget airline except the Cebu Pacific for domestic routes.
The tourism infrastructure of Indonesia is far too superior as compared to the Philippines.

there are places in the Philippines that are more cheaper especially if you live in the provinces especially those near the sea, and many of the locals here are fishermen, but this provinces have something to offer with regards to tourist destinations such as in:
CEBU, Philippines - is warm during day and a little bit cold at night, so you can still enjoy swimming in many beaches here!
You can still enjoy the cheapest cost of living in Cebu. The services, foods, rents, medicines and other expenses are less expensive than other countries.
Still you can have mountain climbing to have a cooler weather!
or you can do island hopping to enjoy the breeze of the sea or diving, and a lot more to enjoy its nearby islands like surfing in SIARGAO!
we have lots of first class and renowned resorts like shangrila, hilton, imperial palace, plantation bay, etc.!!!
the island is alive at night with party places in every corner especially during holidays!
there are plenty of old churches here, museums, cinemas and malls!
the locals are friendly, warm, hospitable and smiling people. many understand english here.

Let's see... Here are some Jakarta prices in USD equivalent. You do the math.
A bottle of 1.5 litres mineral water costs USD 30 cents, 600ml USD 16 cents. A 1 litre carton box of milk costs USD 1.5. Taxi fare 5-7 minutes ride (no traffic) costs USD 1.3.
Electronic retail store: Sony LCD TV 32" is USD 510. Canon digital camera 14MP is USD 305.
National leading newspaper: USD 40 cent per daily edition.
Starbucks, 1 cup, tall size. Green tea latter is USD 4.4. Caffe Mocha is USD 4.1.
Detergent for cloth washing, about 160gr, USD 28 cents. Eggs, about 40gr or 6 pcs, USD 1.5.
