Yes. Many STD's can be transmitted this way. Also keep in mind when the penis is erect it produced pre-come.

Yes it's possible you won't always contract an std, but if the person you have intercourse with has one then you have a very high chance of contracting it, even if there wasn't any ejaculation. Some stds are passed through skin contact when you have intercourse. Also don't forget about precome, there is still a bit of semen and body fluids in it and stds can be passed with precome.

Again, if you have un protected sex, there will be a 99% that you will have it if that person is indeed a carrier. The viruses from STDs and STIs are transmitted through unprotected sexual acts, either through vaginal, oral or anal. But, the use of a condom does not totally protect you from some forms of STDs and STIs since basic skin-to-skin contact may also get you infected.

Skin-to-skin contact is all that is needed to contract herpes, genital warts, molluscum contagiosum, etc.
