Friend's husband took money from her account and put in a CD without permission, what are her legal options?

I am talking to a friend of mine, she and her husband are having troubles (abusive). I just found out that he took money from her account and put in a CD to keep her from moving. What are her legal options?

They were separated at one point but are still legally married.

They live in California (Alameda County).

Update:

Apparently, he took her debit card and took the money out--he is not an authorized user and opened the CD in his name only.

Update 2:

he did this through the ATM over the course of this past week it seems.

    If he is an authorized user on her account, he can take out any money he wants to use however he wants.

    She is entitled to half (as marital property) but may have to sue to get it.

    He could not remove the money if his name was not on the account do she would have no action

    She can file for divorce and list that as part of the marital assets.
