Probably not.
Medicare is usually only available for the very poor. If you have an H-1B visa, your employer is required by law to pay you at least the prevailing wage for your job description in your part of the U.S.
So unless you have many kids already and have a large family to support already, your earnings from your job probably mean you earn too much to qualify for Medicare.

You are not eligible for Medicaid. If you apply on behalf of the baby, your sponsor will get the bill, for every dime.
