When I start my computer a popup says my computer is infected How do I fix?

I already tried system restore and it will not allow me to do this application. Can I put something undeer run ?

    Try formatting your C drive and then try the system restore.

    Download an antivirus from the web and scan it.. You will get cracks as well

    Download and then run..Windows Malicious Software Removal Tool.

    update your virus scanner and get http://malwarebytes.com/ turn off your system restore because even after you do scans most viruses today hide in system restore so everytime you boot up they just load themselves up into your system again.do all this and reboot into safe mode and run scans.while its booting tap f8 repeatedly to get into safe mode

    when you think your free of viruses turn system restore back on
