Looking at buying a 10 unit apartment building in Cleveland Ohio.?

Question

Each unit is btwn 800 and 1200 sq feet. CLeveland ohio, near-west side.
Asking price: $125,000.00 (place was completely redone after unexpected gang wars.)
The first time we checked it out, we were approached by two extremely well dressed men asking if were going to reopen Methlab Central?

Yes, it's ROC. problem is, the Latin gangs are making a push for 117th south on Lorain and Madison aves on the Cleveland/lakewood border. Not a pretty war at all.

It was a halfway house for Cleveland Indian "retirees".  You better get some of that fluorescent spray stuff and check for stains.  The well dressed men were incognito scouts from Memphis.  There's a plethora of money making opportunities any way you look at it.  Any more useful information you need from me will cost you.
