Basking rock - yes it will do fine for an anole, usually they bask on a tree branch though
Substate - gravel is ok, wont hurt anoles a bit, although peat moss is always better.
I would add a few live plants. Pothos is cheap and very easy to grow, and will actaully grow right in the gravel as long as you keep it wet. Anoles love to hide and climb. Or you could add some frog moss on top of the gravel and spray it daily.
Lighting- you should be able to buy a UVB bulb that will fit in your aquarium hood.
