it's called the waterline. And yes, u can(: at first it will irritate your eyes because it'll feel like something is poking you. You might mess up a lot because you keep blinking. And your eyes will water a little. But after some time and practice, you'll be fine(:(: whenever i apply eyeliner, because i know how to do the waterline properly now and i have gotten used to it, that is the only place i apply. It really gives my eyes a new look! :D

you can, my friend does. but be prepared for it to make ur eyes water! and if u get a certain kind it miht flake into ur eye.

i usually use both pencil and liquid. pencil on the bottom ridge (waterline)like ur talking about then under that i apply liquid

    Best of luck! :)

It looks like she just used a black eyeliner pencil and applied it a little thick and then blended it a little to give it that smoky look. Plus she went a little heavier with some black mascara...for a dramatic touch! Hope this helps.

it called your waterline and yes you can but I would try using regular liner first unless you have a really steady hand with liquid liner

It'll burn the **** outta your eye,so no. lol.

but you can do what i do, and use GEL eyeliner.

its as dark as liquid, and has the same effect but it wont put burn if you use it on your waterline/
