What type of neurological problem could my middle aged relative have; they are unable to form certain words,?

eg 'surgeont', instead of 'surgeon', 'vegables', instead of 'vegetables'. I tried to get them to pronounce 'stroganoff' correctly and they couldn't say it, instead coming out with 'stronganoff', 'strogoff'...anything except 'stroganoff'.

They also look seriously vacant half the time, as if they are in a coma.

They go crimson a lot, and also very white, which suggests a blood circulation problem.

They have trouble understanding basic things

They mimic people, like passers by on the street, who cough

They are very slow in movement and thought. They have bad coordination.

They mutter to themself in public, and cannot read anything without reading it out loud

They do not dress properly, and have poor hygiene, eg not washing hands after going to the toilet, using a kitchen hand towel to dry sweat from the ir armpits, and then replacing it.

They wear a woolly hat perched on the top of their head, like Noddy's, without pulling it down over their head.

They write in a scribble and struggle to even do that.

They have a false sense of superiority.

Any help in coming up with a diagnosis other than mere eccentricity would be great!

Update:

.

Also, they are the youngest of 8 siblings, none of whom have any of these symptoms, so it is unlikely to be hereditary
