Do elementary schools give grades because of effort?
I been visiting my family the past week from college and my (half) sister got her report card today and did pretty good, All A's and one B, which is great. Here's the problem every paper I have seen has had at highest a 78, so how does this happen? She is in third grade and her school, to put it nicely, isn't getting high marks for academics. Is third grade too young to actually give grades based on test scores, or is it because of the school?

My elementary school did not give A-F letter grades, instead, it gave E (excellent), S (satisfactory), and N (which was bad). At my school, papers were never scored as percentages. It was usually the number correct over the number of problems missed. Most students got E's if they put in a lot of effort to do their work. It just happened to be that the ones who worked hard also were intelligent, so most of the E students deserved that grade.
I think that elementary school is all about getting kids to try and learn some good studying/working habits. Grades in elementary school don't even matter that much, so your sister is probably doing well. She may want to work on studying, but she is probably putting enough effort into her work if she is getting A's and B's.
