When you cash out of a pension how much do you get?

If you've been paying into a pension with work in a council job and then you decide to cash out of it, do you get all of the money you have paid in since you started?

Many of them cannot be cashed in and remain paid up as such until you reach retirement age. It depends when it started and where it fits into current legislation.

Normally anything taken out early will have a large administration fee attached to it.
