How to cite a military document in MLA?

Specifically, I want to cite Army Regulation 670-1, which changed regulations regarding the "wear and appearance of army uniforms and insignia." It was published in Washington DC by the Department of the Army on February 3, 2005-- this is about all I know about the publication.

I have a PDF of the document, and I have no idea how to cite it in MLA.
